About MEP
For the 59th session, young people from all over Europe come together to Tallinn to discuss 10 important issues within the framework of the European Parliament. This session celebrates 30 years of international MEP.
The Model European Parliament is a leadership programme for youths in the 27 EU member states, in candidate and applicant as well as guest countries.
The aim of the MEP is to educate young people at high school level about European integration and cooperation, and to develop their understanding of common issues as well as provide them with knowledge about EU institutions. The programme develops political awareness and an understanding for Europe’s cultural diversity.

AFET: The question of rebuilding Ukraine
LIBE/JURI: The question of making democratic processes such as voting procedures more accessible
In the midst of war, Ukraine became a candidate to join the European Union in June of 2022. Some member states have already picked out oblasts to rebuild. How and when should the EU member states contribute to rebuilding Ukraine? Confirmed guest(s): Mr Urmas Reinsalu and H.E. Current voting procedures may hinder participation due to logistical challenges, limited access, and lack of inclusivity. This committee focuses more specifically on logistical challenges of voting procedures, for example countries having a large diaspora, and the implementation of e-voting to help make voting procedures more efficient. E-voting promises convenience and wider participation, but concerns over security, accessibility, and trustworthiness persist. What measures are to be taken to ensure accessibility while keeping in mind safety?
ECON/DEVE: The question of improving the rate of economic growth in the European manufacturing sector
CULT: The question of handling the Europe-wide teacher shortages
Global economy has been under a lot of stress in recent years. Covid forced governments to take out loans, which was the first prerequisite for high inflation and economic downfall. Even though Covid had an effect of redesigning the global supply chains, moving the manufacturing back to Europe, the European manufacturers are still facing problems. What measures need to be taken to support them? How to ensure that manufacturing processes are climate-friendly and sustainable?
Many of the member states are combating the issue of teacher shortages. By 2025, Germany will be short of 25 000 teachers and Portugal of 30 000 teachers. One of the stress factors on the educational system is the high average age of teachers. How to ensure that the students get a high-quality education when we are short of teachers? How to make the teaching profession more attractive to the youth?
JURI/LIBE: The question of ensuring press freedom with the raising trend of strategic lawsuits against public participation (SLAPP cases)
SEDE: The question of handling surging cyber security risks
Press freedom has been brought to a tipping point by SLAPP cases. Journalists who have been hit with a SLAPP case, have expressed that this makes them afraid to publish important stories. How can the legislators ensure that the press can be free to publish the stories without being afraid of lawsuits and at the same time ensure that the press won’t have the freedom to ruin somebody’s reputation with no consequences
The ongoing war does not only affect security in the physical domains but also in the internet domain, where every citizen is on the frontline. Cyber attacks targeting EU countries have four-folded since the start of the UA-RU war. How can the member states build up their cyber resilience?
FEMM: The question of online harassment and abuse on women and girls
INTA/AFET: The question of the investment relations between EU and China
The rise of the internet and social media has exposed women and girls to increased online harassment and abuse, negatively impacting their well-being and digital participation. How should gender-based attitudes be changed for a safer online space for women and girls? What kind of regulations are needed?
The economic ties between the EU and China have grown significantly, but concerns arise over investment practices, market access, and geopolitical tensions. Increased investments benefit both economies but raise questions about fair trade practices and reciprocity. Political differences and strategic interests complicate economic relations, leading to potential friction. How should the EU further develop its investment relations with China?
TRAN/ENVI: The question of reducing the CO2 emissions from the transportation sector
AGRI: The question of accelerating the adoption of smart farming principles
Almost a quarter of the EU’s carbon dioxide emissions come from the transportation sector. The demand for micro-mobility is only rising. What measures need to be taken to reduce the emissions in transportation? How to ensure that our urban planning supports greener transportation?
Digitalisation is a megatrend that is believed to boost up the economy. Adopting smart farming solutions and principles will significantly bring down the amount of resources needed for production. How can the agricultural sector go along with this megatrend? What do the farmers need to go along with this trend faster?
The organisers
The initiators of the Model Estonia Foundation are a group of people who grew out of their participation in the Model European Parliament and the Model Europe Union programmes. Although participation broadened our horizons in limited ways, it is the like-minded acquaintances and friends we made at these events and the new opportunities that came to us through these contacts that we value most.
